The development of the Overall Result Framework of the 2003 Convention began in 2013 with the recommendation of the UNESCO Internal Audit (IOS) as part of the evaluation work of the UNESCO Cultural Sector. The 8th Intergovernmental Committee of the Convention decided to promote the development of this (Decision 8.COM 5.c.1), and the ORF system containing 26 indicators and 86 evaluation elements was developed through several discussions between expert meetings and the Intergovernmental Committee (Resolution 7.GA.9). The system and the new cycle for periodic reporting on a regional basis have been implemented since 2020 and will serve as a guide for the implementation of the Convention. Since 2019, ICHCAP has been supporting various stakeholders of the Convention to strengthen their capacity for safeguarding activities based on the system by disseminating the ORF and developing activities for each indicator.
